There is often a perception put forth of a fight for supremacy between China and the USA. This is often the case when discussing the continent of Africa. Both countries have recently increased their involvement in Africa for a variety of reasons. In 2011, China surpassed the USA as Africa's largest trading partner, with Africa predicted to be Beijing's largest trading partner by 2017. As expected, their bilateral and multilateral defence cooperation with strategic countries and organisations has matured and expanded along with it. Washington's own economic interests, al-Qa'ida and threats to maritime security are some of the crucial elements behind the US's presence on the continent. This article analyses both the USA and China's rising defence involvement in Africa. It compares and contrasts their similarities and differences, and argues that cooperation in certain areas can prove beneficial for all parties involved.  相似文献

The Asia-Pacific is emerging as a critical region in the fight against the proliferation of weapons of mass destruction. The Proliferation Security Initiative (PSI) is an aggressive global strategy designed to interdict the transport of these weapons and associated technologies. However, some observers have suggested that the Asia-Pacific has given the PSI a less than enthusiastic reception. The authors posit a more sanguine view. They caution against taking such a holistic approach to the region. Asia does not speak with one voice when it comes to security, and opposition to the PSI is not as widespread nor deep-rooted as may have been anticipated. In addition, the PSI's informal structure encourages flexibility, enabling states to participate in certain activities while eschewing others that may be technically or politically untenable.  相似文献

Although globalization has created opportunities for nuclear and biological proliferation dangers to take root and grow, it also has opened the door to new solutions. Original ideas and approaches are needed to develop a stronger, more flexible next-generation nonproliferation strategy that accounts for the increasingly important integration of economic, political, and technological issues. The foundation of this strategy should focus on tapping the power of market-based mechanisms, understanding how commercially driven decisions affect proliferation threats, establishing new partnerships, and forging cohesion among the current nonproliferation mechanisms. The implementation of such a strategy will require forceful leadership, a cultural shift from both policymakers and the range of stakeholders, and consensus building within the international community.  相似文献

Even though the peace talks in northern Uganda have faltered, attempts at negotiations between the Ugandan government and the rebel Lord's Resistance Army are continuing. The current rapprochement between the two sides is the most significant move towards peace in the twenty-year civil war in northern Uganda. Even though the war has been extreme in its brutality, it is little known of outside the region—with reports on the conflict often portraying a protective government pitted against a crazed rebel group. But the issues are much more complex. The article examines the history of abuses and atrocities committed by both sides; the wider implications of the conflict for the north; why the rest of Uganda are seemingly disinterested in the conflict; and the politics behind why northern civil society have little trust in the Ugandan government or the International Criminal Court (ICC). The current prospect of peace has also stirred up the debate around justice and the forms of justice for victims of both rebel and government atrocities. And this is where the biggest cleft between the northern civil society and officialdom (government and international NGOs) resides. The article further examines the implications of the ICC's work in Uganda, and why there has been such widespread hostility towards it from northern civil society. The article also asks if—beyond the end of fighting and terror—peace will really mean that northern Uganda can finally partake in the prosperity the rest of the country has almost taken for granted.  相似文献

In 1989 the Soviet Union withdrew its forces from Afghanistan leaving the embattled Afghan Communist government of President Mohammad Najibullah to fight against an emboldened mujahideen insurgency. Most experts expected a quick mujahideen victory once the Soviets were no longer directly involved in counterinsurgency operations in support of the Afghan government. But in the spring of 1989 the Afghan Communists beat the odds and defeated a mujahideen rebel offensive designed to capture the eastern city of Jalalabad. This proved to be a turning point, and for the next three years the Najibullah regime held out against the mujahideen ‘freedom fighters’. In fact the Afghan Communist regime actually outlasted its sponsor the Soviet Union. The reasons for this remarkable achievement can be traced, in part, to ethnic–tribal divisions among the quarreling mujahideen parties and the Afghan government's ability to exploit them. This largely untold story has obvious implications for understanding the future of post-Karzai Afghanistan, tribalism, ethnicity, and foreign sponsorship in post-US Afghanistan. This article will explore the reasons for the resilience of the Najibullah Communist government and then assess possible implications for a post-2014 Afghan government.  相似文献

During displacement, the displacing contestant cannot return the fire but is still a target for his opponent. An alternative interpretation of this model is to consider the displacement time as the time a contestant's fire is suppressed by his opponent's fire and that he does not move, but merely ceases fire temporarily. ABSTRACT

Over a decade of security force assistance (SFA) initiatives to build an effective Somali National Army (SNA) failed because of the interrelated effects of political, contextual and operational challenges. The key political challenges were interest asymmetry between international actors and Somali elites, insufficient focus on institution-building and a lack of donor coordination. The principal contextual challenges in Somalia were the legacies of two decades of state collapse and the negative effects of clan dynamics. The main operational challenges were building an army while simultaneously fighting a war, the complexities of military integration, and the severe capability gaps afflicting the SNA.  相似文献
